The government will not publicly disclose the complete assets of federal civil servants because of security concerns, but selected information from their declarations will be published by December to meet International Monetary Fund (IMF) requirements.
Finance Secretary Imdadullah Bosal informed the National Assembly Standing Committee on Finance and Revenue that the government had developed a mechanism for the asset declarations of civil servants, with the Federal Board of Revenue (FBR) responsible for verification.
Civil Servants Assets to Undergo FBR Verification
The decision to withhold full asset details from the public came under discussion during the committee meeting, where parliamentarians questioned why civil servants should not be required to make complete asset declarations publicly available.
They pointed out that senior politicians, including the president and prime minister, are required to disclose their assets.
Bosal said the Establishment Division and FBR had carried out extensive technical work to develop the new system, although he did not directly respond to the comparison raised by lawmakers.
Under the new mechanism, federal civil servants will submit their income and asset declarations according to prescribed guidelines. The FBR will assess the declarations and share its findings with the Establishment Division.
If discrepancies are identified, the Establishment Division will have the authority to initiate disciplinary proceedings against the relevant officer.
FBR Asset Declaration Portal Introduced
The government has started digitizing income and asset declarations of federal civil servants in BS-17 and above, replacing the previous manual filing system with a dedicated FBR online portal.
The declarations will undergo risk-based verification, while selected non-sensitive information will eventually be published for public access.
The Finance Ministry has also made public an Establishment Division office memorandum outlining the digitization process under Section 15-A of the Civil Servants Act, 1973.
The Establishment Division, working with the FBR, has introduced a digital system covering the submission, verification and publication of income and asset declarations under the law and Rule 12 of the Civil Servants (Conduct) Rules, 2026.
BS-17 and Above Officers Face October 30 Deadline
All federal officers in BS-17 and above are required to submit their income and asset declarations for the financial year 2025-26 through the FBR portal.
The deadline for digital submission is October 30, 2026, in accordance with Rule 12(6) of the Civil Servants (Conduct) Rules, 2026.
To create their accounts, officers must provide their name, designation, personal active email address, mobile number and CNIC to their respective cadre administrator.
The administrator will then send the information to the FBR, which will notify officers about account creation through email, SMS or another prescribed method.
Selected Civil Servants Asset Information to Be Published
Officers will activate their accounts using their CNIC and a one-time password before creating their own passwords.
After logging in, they will access the Declaration section of the portal and enter the required information through a series of screens based on the Establishment Division’s prescribed requirements.
The information submitted will then undergo risk-based verification by the FBR, which will communicate its findings to the relevant cadre administrator.
According to the Establishment Division, selected non-sensitive portions of the civil servants’ asset declarations will be published on the FBR website for public access.
Officers will also be able to correct errors in their declarations through the portal until November 30, 2026, subject to approval or authorization from the relevant cadre administrator.
The new system is intended to replace manual asset filing with a digital process for submitting, checking and publishing information related to the assets and income of federal civil servants.
