HEC Forms 22-Member Task Force to Rank Universities Across Pakistan

The initiative could also encourage universities to strengthen research activities, improve teaching standards and enhance their academic facilities

The Higher Education Commission (HEC) has established a 22-member National Task Force to develop a standardised ranking system for universities across Pakistan, aiming to introduce a transparent and evidence-based mechanism for assessing higher education institutions.

According to an official HEC press release, the task force will review and finalise a proposed national university ranking framework based on internationally recognised methodologies while taking into account the specific requirements of Pakistan’s higher education sector.

The proposed framework will establish common standards for evaluating universities and provide a structured basis for comparing their academic performance, institutional capacity and overall contribution to higher education.

HEC Task Force to Review University Ranking Criteria

The newly established task force will examine the key indicators used to rank universities, including their respective weightages, assessment methods, data requirements, verification procedures and scoring mechanisms.

HEC aims to ensure that the proposed system follows transparent and consistent evaluation standards, reducing the possibility of subjective assessments and improving confidence in university rankings.

The framework will also consider how international ranking methodologies can be adapted to Pakistan’s academic and institutional environment.

A reliable national ranking system could help students and parents make more informed decisions when selecting universities, while encouraging institutions to improve academic standards, research output and institutional performance.

PIEAS Director Appointed Task Force Convenor

HEC has appointed Dr. Ghulam Mustafa, Director of the Pakistan Institute of Engineering and Applied Sciences (PIEAS), as convenor of the 22-member task force.

Muhammad Ali Baig, National Coordinator for National University Rankings and Deputy Director of HEC’s Higher Education Data Repository, will serve as the task force’s secretary.

The membership includes representatives from some of Pakistan’s leading public and private higher education institutions.

Participating universities include:

  • Quaid-i-Azam University

  • National University of Sciences and Technology

  • Lahore University of Management Sciences

  • Aga Khan University

  • University of Karachi

  • University of the Punjab

Representatives from provincial higher education bodies in Punjab, Sindh and Khyber Pakhtunkhwa will also contribute to the development of the ranking framework.

New Framework to Promote Transparency in Higher Education

The proposed national ranking system is intended to provide a consistent method of assessing universities across Pakistan.

By establishing measurable indicators and verification procedures, HEC hopes to improve the availability and reliability of institutional performance data.

The initiative could also encourage universities to strengthen research activities, improve teaching standards and enhance their academic facilities.

However, the effectiveness of the proposed system will depend on the selection of appropriate indicators, reliable data collection and independent verification of institutional claims.

HEC has not yet announced a final ranking methodology or publication date for the proposed national rankings. The task force is expected to review and finalise the framework before its implementation.
