NADRA Sets New Requirements for First-Time CNIC Applicants Without Family Records

The National Database and Registration Authority (NADRA) has outlined a verification process for people aged 18 and above applying for their first identity card when their parents or siblings are unavailable or are not registered with the authority.

Applicants falling into this category will have to complete specific documentation and verification requirements before visiting a NADRA Registration Center.

Documents Required for First-Time Applicants

NADRA said applicants must provide a verified computerized birth certificate, citizenship certificate or naturalization certificate to establish their identity and eligibility for registration.

The documents are required before the applicant proceeds to the registration centre for biometric and other verification procedures.

Applicants should also bring any additional records that may help establish their identity, family relationship or citizenship status.

Two Biometric Witnesses Required

Applicants without registered parents or siblings will also need two identity card holders aged 18 or above to act as biometric witnesses.

NADRA gives preference to witnesses who are relatives from the applicant’s maternal or paternal family.

If suitable relatives are not available, a person from the applicant’s locality may serve as a witness, provided that the individual holds a CNIC or National Identity Card for Overseas Pakistanis (NICOP) and personally knows the applicant.

The witnesses will be required to complete the applicable biometric verification process.

Declaration and Attestation Requirements

Applicants must also submit Declaration B in the prescribed format.

The application form must be attested by an authorised person in accordance with Rule 9.

NADRA has advised applicants to make sure their documentation is complete before visiting the registration centre to avoid delays during the application process.

Visit NADRA Registration Center After Verification

Once all documentation, witness arrangements and attestation requirements have been completed, applicants can visit their nearest NADRA Registration Center to submit their application for a first identity card.

The additional verification process is intended for applicants whose immediate family members cannot be used to establish their identity through NADRA’s existing records.

Applicants are advised to bring all available supporting documents that can help the authority verify their identity and family connections.
