The Metropolitan Corporation Islamabad (MCI) has started consultations on its proposed Open Space Policy 2026–27, which aims to regulate commercial use of public open spaces while protecting pedestrian access, parking, traffic flow and green areas across the capital.
The proposed framework was discussed during a consultation meeting between MCI officials and representatives of restaurant owners and their association. The meeting was chaired by MCI Chief Officer Dr Anam Fatima.
The policy is intended to create clearer and more transparent rules for limited commercial use of public spaces without compromising public convenience or restricting access to designated open areas.
New Rules Proposed for Public Open Spaces
Under the proposed Open Space Policy, public spaces would remain accessible to citizens, while commercial activities that obstruct pedestrian pathways, parking areas or public access would not be allowed.
Stalls, counters, displays and similar structures that interfere with public movement would also be restricted.
The policy would provide protection for existing green areas and street furniture. Businesses that have modified designated green spaces or public open areas could be required to restore them to their officially approved condition.
The proposed regulations are aimed at balancing the interests of commercial establishments with the need to preserve Islamabad’s public spaces and pedestrian infrastructure.
Temporary Restaurant Seating Planned at F-10 Markaz
A temporary arrangement has also been proposed for the public sit-out area at F-10 Markaz.
Restaurants operating around the site will be permitted to use their frontage for seating for a period of two weeks. The temporary arrangement will be subject to conditions designed to ensure that pedestrian movement, public access, traffic circulation and emergency routes remain clear.
Once the two-week period ends, restaurant seating will be regulated through the prescribed open-space and seating licensing process.
The arrangement is intended to provide restaurants with limited commercial use of frontage areas while maintaining access to public facilities.
Islamabad Municipal Services to Go Digital
During the meeting, MCI Chief Officer Dr Anam Fatima also directed the Directorate of Municipal Administration to continue shifting municipal operations toward cashless, paperless and contactless services.
Applications for relevant licenses and permissions under the proposed framework will be submitted through the designated National Information Technology Board (NITB) online portal.
MCI officials and restaurant representatives agreed to work within a regulatory framework that protects public spaces while allowing commercial activity where permitted.
The proposed Open Space Policy 2026–27 is expected to provide clearer guidelines for businesses using public spaces and strengthen the management of open areas across Islamabad.
