The federal government has projected higher revenue from the Mobile Handset Levy in the Budget for fiscal year 2026-27, setting a collection target of Rs. 14 billion, up from the budget estimate of Rs. 12 billion for 2025-26.
According to budget documents, the revised estimate for the outgoing fiscal year stands at Rs. 13 billion, suggesting that actual collections are expected to surpass the original target before rising further in the next fiscal year.
Revenue projections linked to the Pakistan Telecommunication Authority have also been increased. Receipts from PTA’s 4G and 5G licence fees are estimated at Rs. 27.685 billion for 2026-27. This compares with a revised estimate of Rs. 24.973 billion and an original budget target of Rs. 22.049 billion for 2025-26.
Meanwhile, PTA surplus receipts are projected at Rs. 1.3 billion in the coming fiscal year. Although this figure is lower than the revised estimate of Rs. 1.64 billion for the current year, it remains higher than the original budget estimate of Rs. 1.1 billion.
The budget documents show that total non-tax revenue is expected to increase to Rs. 5.336 trillion in 2026-27, compared with a revised estimate of Rs. 5.093 trillion for 2025-26, reflecting the government’s reliance on levies, licence fees and other non-tax sources.
A major contributor to non-tax revenue continues to be the petroleum levy. The government has set a target of Rs. 1.677 trillion for 2026-27, up from the revised estimate of Rs. 1.498 trillion in the outgoing fiscal year.
The budget has also included Rs. 1.035 trillion under grants and receipts from provinces under Article 164 of the Constitution. No allocation was made under this head in either the budget or revised estimates for 2025-26.
In addition, climate support levy receipts have been projected at Rs. 50 billion for the next fiscal year, slightly higher than the revised estimate of Rs. 48 billion for the current year.
On the tax side, collections by the Federal Board of Revenue have been targeted at Rs. 15.264 trillion for 2026-27, compared with a revised estimate of Rs. 12.983 trillion for 2025-26, indicating an aggressive expansion in tax mobilisation.
Overall, total federal revenue receipts are projected to rise to Rs. 20.6 trillion in 2026-27, up from the revised estimate of Rs. 18.076 trillion. The projections highlight the government’s strategy of combining stronger tax collection with higher non-tax revenues to meet its fiscal targets amid continued economic and budgetary pressures.
