Uzbekistan Foreign Employee Salary Rule 2026

Uzbekistan Foreign Employee Salary Rule 2026

Uzbekistan has raised the minimum monthly salary benchmark for foreign employees applying for accreditation cards to UZS 1.36 million, up from UZS 1.271 million, with the reported change taking effect on September 1, 2026.

The revised amount is UZS 89,000 higher, an increase of about 7%. It follows Presidential Decree No. UP-115, issued on June 23, 2026, which set Uzbekistan’s national minimum monthly wage at UZS 1.36 million from September 1. The decree also provided for a 7% increase in salaries for employees of budget-funded organisations and in student stipends.

National Minimum Wage Increased From September

The wage adjustment is part of Uzbekistan’s broader changes to minimum pay and other state-set payments. Under the presidential decree, the national minimum monthly wage increased to UZS 1.36 million, while the basic calculation amount was set at UZS 440,000 from September 1.

These are separate measures used for different purposes under Uzbekistan’s rules.

The increase in the national minimum wage provides the basis for the reported adjustment to the salary requirement for foreign employees seeking accreditation cards.

Employers should verify the applicable threshold and any additional conditions with the responsible authority before filing applications.

Who Needs an Accreditation Card?

Uzbekistan issues accreditation cards to eligible foreign employees working at representative offices of foreign commercial organisations operating in the country.

The application service is administered by the Ministry of Investment, Industry and Trade.

The government’s online portal identifies Cabinet of Ministers Resolution No. 76, adopted on February 7, 2024, as the legal basis for the accreditation and activities of these representative offices.

Accreditation is linked to employment at the relevant representative office. It should not be treated as unrestricted permission to work for other employers or in unrelated positions.

How Foreign Companies Can Apply

Applications for accreditation cards can be submitted through Uzbekistan’s online government services portal. Applicants must complete the required fields, upload the requested documents and send the application to the competent authority.

The validity of a card and the supporting requirements depend on the applicable rules and the circumstances of the representative office and employee. Companies should confirm the current documentation requirements, processing arrangements and any salary conditions directly with the ministry before submitting an application.

What Employers and Foreign Employees Should Check

Foreign companies planning to recruit or retain employees in Uzbekistan should review employment terms against the revised wage benchmark and confirm that the proposed salary meets the requirements applicable to their case.

Because the national minimum wage decree and the accreditation-card procedure are separate legal instruments, employers should not assume that the wage announcement alone establishes every condition for accreditation. The specific salary threshold for accreditation should be confirmed against the relevant regulations or official guidance.

This distinction is particularly important for employers preparing new applications or renewing existing accreditation arrangements after September 1, 2026.
