Government plans to increase Capital Gains Tax on property sales in Budget 2025-26

The Government of Punjab has introduced a major structural reform in property taxation by making online payment of property tax mandatory under the provincial budget for the fiscal year 2026–27.

Under the new policy property owners across Punjab will no longer be able to pay property taxes through cash-based or manual methods. All payments will now be processed exclusively through approved digital platforms marking a decisive shift toward paperless revenue collection.

Move Aimed at Transparency and Efficiency

Provincial officials say the transition to mandatory online payments is intended to improve transparency, reduce administrative delays and limit opportunities for irregularities in tax collection.

Authorities pointed to the earlier digitization of vehicle token tax payments as a successful model. Vehicle taxes across Punjab are already being paid through online banking channels, with officials citing improved compliance and lower leakages.

The government says extending this approach to property taxation aligns with its broader strategy to modernize revenue management and strengthen financial accountability.

Incentives Linked to Self Assessment

Alongside mandatory digital payments, the provincial budget has introduced a self-assessment mechanism for property valuation.

Property owners who opt to assess their properties themselves under the new framework will be eligible for a five percent discount on their property tax liability. Officials believe this incentive will encourage honest declarations and voluntary compliance.

The administration expects the combination of self-assessment and online payments to simplify the tax process while reducing the burden on tax officials and property owners alike.

Digital Governance and Revenue Reform

Officials describe the policy as part of Punjab’s wider digital governance agenda aimed at improving service delivery and enhancing trust in public institutions.

By removing cash handling and manual processing, the government aims to reduce corruption risks and improve the accuracy of tax records across urban and rural areas.

The reform represents a significant shift in how property taxation is administered in Punjab and is expected to play a key role in strengthening provincial revenues while laying the groundwork for a more transparent and accountable tax system.
