PTA Issues Service Rules Ahead of Pakistan’s 5G Spectrum Auction

The Pakistan Telecommunication Authority (PTA) has finalized a comprehensive set of service obligations and regulatory requirements for companies planning to participate in Pakistan’s 5G spectrum auction, scheduled to take place by the end of February 2026.

These rules will form a binding part of the licensing framework for next-generation mobile services in the country.

5G License Conditions Outlined in PTA Information Memorandum

According to the Information Memorandum recently issued by the PTA, all successful bidders in the 5G auction will be required to comply with strict operational, legal, and technical standards.

These conditions will remain enforceable throughout the entire license period and will apply to all licensed 5G operators.

Mandatory Emergency Services and National Security Compliance

Under the new framework, 5G license holders must provide uninterrupted emergency communication services and comply fully with laws governing lawful interception.

Operators will also be required to meet national security requirements, maintain service reliability, and ensure network availability at all times. The regulator will retain the authority to inspect radio and network equipment whenever deemed necessary.

Pricing Regulation and Consumer Protection Measures

The PTA has introduced strict pricing and consumer protection rules for 5G operators. Companies must comply with the Telecom Consumer Protection Regulations 2009, ensure transparent billing practices, and avoid anti-competitive behavior.

Operators will be obligated to provide detailed billing information to customers upon request.

In markets where an operator holds Significant Market Power, the PTA will have the authority to regulate tariffs, terms, and conditions. This includes requiring prior regulatory approval before any changes to pricing structures.

Data Privacy, Spam Control, and Coverage Transparency

License holders must comply with data protection and privacy laws, safeguard the confidentiality of user communications, and adhere to regulations addressing spam, unsolicited messages, and telecom fraud.

Operators will also be required to publish updated coverage maps on their official websites, clearly identifying service areas and specifying whether 4G or 5G services are being offered.

Local Manufacturing and Network Rollout Obligations

The Information Memorandum also emphasizes support for local manufacturing of mobile phones and telecom equipment. Operators must ensure site clearances in accordance with PTA and Frequency Allocation Board (FAB) procedures and submit performance bank guarantees to secure their network rollout commitments.

Quality of Service Standards Remain Mandatory

PTA has confirmed that all Quality of Service (QoS) standards, along with any future performance benchmarks introduced by the regulator, will remain mandatory for the entire duration of the 5G license. Operators will be required to consistently meet these benchmarks to ensure reliable and high-quality mobile services nationwide.
