Plainclothes Police Unit Formed Against Drugs on Campuses

Islamabad Police have launched a dedicated plainclothes intelligence unit to eliminate narcotics from educational institutions, according to a report submitted to the Islamabad High Court (IHC).

Justice Raja Inaam Ameen Minhas heard the case while taking up a petition filed by a private nongovernmental organization through advocate Kashif Ali Malik. Assistant Inspector General (Legal) Tahir Kazim submitted the report, stating that the police have set up a special intelligence wing under the Special Branch.

The unit will deploy officers in civilian clothing to monitor educational institutions and surrounding areas for drug-related activities. The unit will collect intelligence and coordinate immediate action with school, college, and university administrations.

The report said the initiative forms part of a broader anti-narcotics drive ordered by the IHC. Islamabad Police held a series of meetings with education regulators, the Anti Narcotics Force, and representatives of more than 40 educational institutions to develop a unified policy.

The agreed measures include mandatory drug awareness seminars conducted by anti-narcotics experts, mandatory installation of CCTV cameras at entry points and sensitive locations linked to the Safe City system, joint security audits of institutions to ensure compliance with anti-drug regulations, and monthly performance reports from institutions on their anti-drug efforts.

According to enforcement data cited in the report, narcotics cases in educational institutions declined from 23 cases in 2024 to 11 cases so far in 2025. Authorities arrested all accused in these cases.
