Senate Panel Proposes Major Changes to CSS Exam

Commissioner Rawalpindi Aamir Khattak on Friday ordered the installation of complete CCTV surveillance and the implementation of a biometric attendance system at all marking examination centres after assuming the acting charge of Chairman, Board of Intermediate and Secondary Education (BISE) Rawalpindi.

After taking charge, the commissioner chaired a meeting of the BISE Rawalpindi and announced a zero-tolerance policy against negligence, exam irregularities, paper leaks, and favouritism.

He ordered that all disciplinary cases be resolved within one week and instructed officials to establish a dedicated examination control room to ensure strict monitoring.

Khattak highlighted that transparency and discipline in the examination process would not be compromised.

He directed officials to ensure CCTV coverage at sensitive examination centres and enforce biometric attendance in marking centres to prevent malpractice.

Officials briefed the commissioner on preparations for the 2026 SSC-I and HSSC-I annual examinations.

According to the briefing, an estimated 243,064 candidates will appear in the SSC First Annual Examination 2026, while 157,856 candidates are expected for the HSSC First Annual Examination.

Officials said additional steps are being taken to ensure transparent exams, including monitoring systems for practical labs and marking centres, pre-exam training for supervisory staff, a new online bill-receiving system for exam staff, and strict action against examiners if marking errors are proven.

The BISE Rawalpindi chairman’s post has remained vacant since October 17, following the completion of former chairman Mohammad Adnan Khan’s three-year term.

The Punjab government has yet to appoint a regular chairman.

The meeting, held at the Commissioner’s Office in Rawalpindi, was attended by senior board and district officials.
