Animal welfare activists rally in Islamabad to save stray dogs.

A broad community of citizens, animal welfare activists, and legal advocates is coming together at the Islamabad Press Club on June 21, 2025, to raise their voices against the inhumane treatment of stray dogs in Pakistan.

The peaceful protest and press conference, scheduled to begin at 1 PM on June 21, aim to draw public and judicial attention to the dire conditions at the CDA Stray Dog Population Control Center, a facility that has come under fire for its neglect, cruelty, and a complete absence of veterinary care.

“Death Hole” CDA Facility

Described by campaigners as a “death hole”, the center has allegedly become a place of immense suffering for Islamabad’s stray dog population.

With no medical expertise on site and no proper systems in place for animal care, the facility is now being seen not only as a site of animal abuse but also as a growing public health risk.

The protest brings together veterinarians, lawyers, students, journalists, and concerned residents, all united under the banner of basic humane treatment for animals.

Among those leading the legal battle is Altamush Saeed, Founding Managing Partner of Environmental and Animal Rights Consultants Pakistan (EARC-PK), the country’s first law firm dedicated to animal and environmental justice.

Court Case on June 25

Saeed will argue the case at the Islamabad High Court on June 25, 2025, seeking to halt further intake of animals at the center and to transfer management of the facility to a registered animal welfare organization with the expertise to provide proper care and rehabilitation.

Organizers are urging members of the public not only to attend the Islamabad Press Club event on June 21, but also to show up in court on June 25 for support.
