Why did sovereign Pakistan fail to implement the legislation across Pakistan for the benefit of the general public? There are two major reasons for the failure of implementation of the legislation across Pakistan. First, the executive branch has the power to implement the laws in this economy, yet because of the self-interest of the people involved in the executive branch and the pressure from other higher institutions the process of implementation gets weak, and the benefits are not received by the general public.
Usually, such white-collared people are said to be corrupt which is why they put forth their self-interest first than the general public. These people are said to do corrupt because they have more power and less income. Hence they use these powers to get income from other sources.
Second, most people are uneducated in Pakistan. Education is a basic right for everyone but the administration of Pakistan spends very little on the betterment of education, especially in rural areas. Such a manner of spending (from the side of the Government) creates different kinds of classes where the rich get richer and the poor, poorer because poor education leads them to get blue-collar jobs.
This kind of division in society creates a kind of disturbance where the rich do corruption and biasness to stay superior and the poor do corruption to be a part of a superior society. In this regard, no sector does its job according to the rule of law and the legislation fails to be implemented. Hence the main reason for failure in Pakistan with regards to legislation and rule of law is the absence of awareness because of lack of education which is why Pakistan is so backward and takes illegal manners to set up in the society through corruption.
