SCOM has secured the top position across the major mobile network quality categories in the Pakistan Telecommunication Authority’s (PTA) Q2 2026 Quality of Service survey conducted in Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (GB).
The state-owned operator ranked first in 4G coverage, download speed, webpage loading, latency, voice services and SMS services, according to the survey conducted under the Cellular Mobile Network Quality of Service Regulations 2021.
PTA assessed SCOM alongside Jazz, Telenor, Ufone and Zong across selected locations in AJK and GB.
Areas Covered by PTA Survey
The assessment covered Muzaffarabad, Lower and Upper Plate, and Assembly Hall Lower Chattar in AJK, along with Astore, Gorkot and Rattu in GB.
PTA examined several aspects of mobile network performance, including voice calls, SMS, mobile broadband download and upload speeds, latency, webpage loading and 4G coverage.
The exercise included approximately 4,100 voice calls and SMS messages and 3,960 mobile broadband samples.
PTA used “N/A” in its tables where a service was unavailable or where no result was reported for a particular location.
SCOM Leads in 4G Coverage

SCOM achieved the highest ranking in 4G network coverage, meeting the required signal-strength benchmark in all six surveyed areas.
Telenor, Ufone and Zong shared second position, with each meeting the requirement in all four locations where their 4G results were available.
Jazz met the required standard in three of its four tested areas but failed to meet the benchmark in Astore. Its recorded 4G signal confidence level there was 46 percent, compared with the required 90 percent.
In Gorkot, PTA reported 4G results only for SCOM and Zong, while SCOM was the only operator with a reported result in Rattu.
Download Speeds Show SCOM Ahead
SCOM recorded the highest download speed in four of the six areas and ranked second in the remaining two.
Its speeds reached 43.5 Mbps in Muzaffarabad, 41.5 Mbps in Lower and Upper Plate, and 62 Mbps at Assembly Hall Lower Chattar.
Telenor placed second overall, followed by Zong, Ufone and Jazz.
Telenor recorded the highest download speed in Astore at 13.2 Mbps, while Zong led in Gorkot with 20.66 Mbps.
In Rattu, SCOM was the only operator with a reported download result, recording 4.5 Mbps.
Jazz recorded a download speed of 2.9 Mbps in Astore, below PTA’s 4 Mbps benchmark.
SCOM Leads Upload Speed in Muzaffarabad
PTA reported upload-speed results only for Muzaffarabad.
SCOM topped the category with 21.5 Mbps, followed by Zong at 19.6 Mbps, Jazz at 6.4 Mbps, Ufone at 5.2 Mbps and Telenor at 3 Mbps.
All five operators exceeded the report’s 1 Mbps upload-speed benchmark in Muzaffarabad.
The other five surveyed locations were marked N/A in the upload-speed table, so the ranking in this category applies only to Muzaffarabad.
Latency and Webpage Loading
SCOM also achieved first place in both latency and webpage loading, complying with the required standards in all six surveyed areas.
Ufone ranked second in both categories, recording three compliant latency results and four compliant webpage-loading results.
Telenor and Zong shared third position after recording two compliant results each in both categories.
Jazz ranked fourth for latency, with one compliant result and three failures. It also placed fourth for webpage loading, recording three compliant results and one failure.
Its weakest results were recorded in Astore, where PTA measured latency at 1,788 milliseconds and webpage loading time at 13.4 seconds.
SCOM Records Full Compliance in Voice Services
PTA evaluated voice services based on network accessibility, call setup success, call connection time, call completion and voice quality.
SCOM met all 30 assessed measures across the six locations and ranked first.
Zong and Telenor shared second position after meeting all 20 measures assessed for each operator.
Ufone recorded 19 compliant measures and one failure, while Jazz recorded 18 compliant measures and two failures.
PTA reported call connection times above the permitted 7.5 seconds for Jazz and Ufone in Astore.
Jazz also recorded a 96.96 percent call completion ratio in Lower and Upper Plate, below the benchmark specified in the report.
SCOM Also Tops SMS Performance
The SMS assessment covered message success rates and delivery times.
SCOM complied with all 12 assessed measures and ranked first, while Zong met all 10 measures assessed and ranked second.
Ufone and Telenor shared third position after complying with all eight measures assessed for each.
Jazz ranked fourth, recording seven compliant measures and one failure.
Its SMS success rate at Assembly Hall Lower Chattar was 96 percent, below PTA’s 99 percent benchmark.
No SMS delivery-time failures were reported among the operators tested in the survey.
