The Pakistan Telecommunication Authority (PTA) has issued a strict nationwide warning stating that the sale, purchase, and use of foreign SIM cards within Pakistan is illegal and punishable under existing telecom laws.
The regulator says growing informal trade in overseas SIMs is creating regulatory gaps that could compromise national communication security and legal compliance.
In its latest advisory, PTA clearly stated that any individual involved in buying or selling foreign SIM cards inside Pakistan will be considered in violation of telecom regulations.
The authority warned that enforcement action is now being intensified, especially against illegal SIM trading networks operating through physical markets and online platforms.
The statement emphasized that foreign SIM cards are not authorized for commercial resale or unrestricted use in Pakistan. According to PTA, such SIMs bypass local registration systems and can be misused for fraudulent communication, identity concealment, and other unlawful activities.
Under Pakistan’s telecom framework, SIM registration is strictly tied to verified identity systems. PTA highlighted that unauthorized foreign SIM usage disrupts this structure and creates risks for both consumers and national monitoring mechanisms.
The regulator further clarified that violations of these rules may lead to serious legal consequences. These include heavy monetary fines, imprisonment under applicable telecom laws, and immediate disconnection of SIM services found in breach of regulations. Authorities also retain the power to initiate criminal proceedings where necessary.
PTA stressed that enforcement is part of a broader strategy to strengthen Pakistan’s digital governance framework and eliminate illegal communication channels that operate outside the regulatory system. Officials say the focus is not only on end-users but also on suppliers and distributors involved in illegal SIM circulation.
The warning comes as Pakistan continues to tighten oversight of its telecommunications sector, with increased monitoring of SIM registration, biometric verification systems, and cross-border communication tools.
Regulatory bodies argue that strict enforcement is necessary to protect users from fraud and maintain traceability in digital communication networks.
Citizens have been strongly advised to avoid participating in any form of foreign SIM trading or unauthorized activation practices. PTA reiterated that compliance with telecom laws is mandatory and ignorance of regulations will not be considered a valid defense in enforcement actions.
Authorities say continued violations may trigger further tightening of SIM-related policies as Pakistan works toward a more secure and fully documented telecom ecosystem.
