LHC Petition Seeks Social Media Restrictions for Children Below 16

A petition has been submitted to the Lahore High Court (LHC) requesting restrictions on social media access for children below 16 years of age, citing growing concerns over the impact of digital platforms on young users.

The plea follows international developments in countries such as Australia, the UK, and France, where lawmakers are considering or enforcing age-based controls on social networking apps.

PTA and Federal Government Named as Respondents

The petition was filed by Class 8 student Aliya Saleem through her counsel Sheeza and lists the federal government, the Pakistan Telecommunication Authority (PTA), and other concerned departments as respondents.

It urges authorities to introduce regulatory measures that limit minors’ exposure to social media platforms.

Concerns Over Mental Health and Academic Performance

The petitioner argued that unchecked social media usage is contributing to psychological stress, declining academic focus, and behavioural problems among children.

The petition states that early and excessive screen time increases vulnerability to harmful content, cyber risks, and unhealthy online habits.

It further warns that prolonged exposure to unsuitable material may negatively influence children’s personality development and emotional stability.

Constitutional Responsibility to Safeguard Minors

The plea maintains that protecting children from digital harm falls under the state’s constitutional responsibility to ensure the welfare and fundamental rights of minors. It asks the court to consider policy directions that would require platforms and regulators to enforce age verification and child protection safeguards.

The court is expected to review the petition and may seek responses from the concerned authorities in the coming hearings.
