The 2024 Hajj pilgrimage witnessed a troubling number of deaths, with Saudi Arabia’s Ministry of Interior reporting that 83% of the 1,301 deceased pilgrims did not possess official Hajj permits.
This translates to 1,079 individuals who perished without the necessary authorization, highlighting a critical issue in the management and enforcement of pilgrimage regulations.
Enforcement and Awareness Initiatives:
In an interview with Al-Arabiya, Colonel Talal bin Abdul Mohsen bin Shalhoub, Security spokesperson, discussed the proactive measures being taken to address this issue.
Authorities have ramped up media and awareness campaigns aimed at discouraging unauthorized Hajj participation and have implemented stricter penalties for violators.
Visa Abuse and Deceptive Practices:
Colonel Shalhoub also pointed out that some individuals have been misusing visit visas and other non-Hajj-specific visas to gain entry into the Kingdom for the pilgrimage.

Moreover, several tourism companies from various countries have been deceiving pilgrims by issuing inappropriate visas and encouraging illegal stays in Makkah months before the Hajj season.

Highlighting the importance of Hajj permits, Shalhoub emphasized that these permits are not just transit documents but essential tools for managing and providing timely care and services to pilgrims.
The absence of permits poses significant challenges in locating and assisting these individuals effectively.
Heat-Related Fatalities:
The majority of the deaths were heat-related, as temperatures in Makkah soared to 51.8°C (125.2°F) this year, according to Saudi Arabia’s national meteorological center.
This extreme heat significantly contributed to the high mortality rate among the pilgrims.
International Cooperation:
Saudi authorities are continuously updating the public via social media on efforts to apprehend and prosecute those promoting fake Hajj campaigns.
Additionally, Shalhoub acknowledged the stringent measures taken by some countries against deceptive tourism companies and the corrective actions implemented to prevent future violations.

The deceased pilgrims hailed from more than ten countries, including the United States and Indonesia, with some governments still updating their figures on the fatalities.
