DC Naushahro Feroze flees to Azerbaijan after embezzling Rs 2B
In connection with the theft of around Rs. 2 billion from the Sukkur-Hyderabad (M-6) Motorway project, another bureaucrat has been suspended.
Details indicate that Tashfeen Alam, Deputy Commissioner (DC) Naushahro Feroze, has been suspended. On November 19, he left the country for Azerbaijan, and four days later, on November 22, Sindh’s Services General Administration and Coordination Department (SGACD) suspended him.
He has been placed on indefinite leave by the Federal Establishment Division. The officer will also receive a charging sheet. The charge sheet is based on the conclusions of the committee the Sindh government established to look into the misappropriation of funds for the M-6 Motorway project.
Divisional Commissioner Nawabshah originally informed SGACD about DC Naushahro Feroze’s absence. The SGACD was notified by Divisional Commissioner Nawabshah that DC Naushahro Feroze had been away from work for four days.
The investigation’s conclusions showed that Tashfeen Alam had appointed himself as the project’s land acquisition officer (LAO). Only an Assistant Commissioner (AC) may be appointed as an LAO in the Land Acquisition Act of 1984.
As previously revealed by the investigation committee, Sindh Bank’s carelessness allowed DC to flee away.

DC Matiari was permitted by Sindh Bank to open a business account with the designation of Deputy Commissioner Land Acquisition. But before opening the official account, Sindh Bank did not get approval from the province Finance Department.
Regulation 1 (21) of the Anti-Money Laundering and Combating Terrorist Financing Law, which mandates that all banks obtain approval from their respective finance departments before opening official accounts, was disregarded by Sindh Bank.
