A meeting of the Karachi University Officers Welfare Association was held in the staff club at 3 pm today 18th of October, 2022 with the new officers. They are waiting for their pay fixation. It was discussed that the Director of Finance of the University is responsible for financial matters and uplifting the university of Karachi but alas here at the University of Karachi, the ex-Director of Finance has failed miserably. His charge sheet includes:
- No new Avenues for revenue generation at the University of Karachi.
- No financial structure preparation.
- No Finance & Planning Committee meetings were conducted/organized.
- No action taken for financing sustainable development goals.
- Improper distribution and utilization of funds including recurring as well as development funds.
- No Infrastructure development for transformation from single entry to double entry and automation.
- No improvement in the reporting structure.
- Not a single plan for resource generation was started or even chalked out.
- No financial management for investment, cost analysis, and pension-related issues.
- No Actuarial studies for retirement benefits, for year-marked assets and Liabilities.
- No improvement in the Bookkeeping structure.
The Director of Finance had deviated from his Job Description mentioned above to control and dictate the administrative matters, decided by the syndicate. The relevant departments were not kept in the loop for the budget preparation.
Alas, no one could stand up to him. Even the Administration turned a blind eye and a deaf ear to his involvement in the administrative affairs of the university of Karachi rather than sticking to the job description mentioned above. Here we discussed only the professional failure of ignoring his personal misdeeds, a matter of inquiry itself.
Further, it is astonishing how all the universities of Sindh are running their financial matters smoothly like pay fixation, etc why only the University of Karachi is made to suffer at the hand of the politically appointed Director of Finance.
Karachi University Officers Welfare Association KUOWA calls for a protest tomorrow and requests all Employees to mark the protest against the Director of Finance’s presence at the University of Karachi despite the completion of his tenure.
Karachi University Officers Welfare Association KUOWA will not let any conspiracy succeed against the implementation of the time pay scale ( incentive scheme) approved by the Syndicate under the tenure of Dr. Ajmal khan as Vice-Chancellor and further, the decisions passed through the Honorable Syndicate of the University of Karachi.
