Caretaker Chief Minister Justice (retd) Maqbool Baqar has unveiled a comprehensive digital initiative in Sindh, e-Pay Sindh, marking a significant leap toward providing citizens with more accessible and efficient government services.
The initiative encompasses five transformative e-services, including the groundbreaking e-Services Sindh Mobile App, e-Registration, e-Mutation, e-Pay Sindh, and the Industrial Estate Management System (IEMS).

During the launch ceremony held at a local hotel, the Chief Minister emphasized the province’s commitment to minimizing human interaction in government processes and ensuring transparency, accountability, and swift case disposal.
The e-Services Sindh Mobile App, a unified digital platform, is poised to redefine how citizens engage with the Sindh government.
Key Components of the Digital Initiative:
- e-Services Sindh Mobile App:
- Currently adopted by two departments of the Board of Revenue, with plans for gradual integration across all departments.
- Positioned as a revolutionary tool for citizen-government interaction.
- e-Registration for “Registered Sale Deeds”:
- Enables citizens to register sale deeds through a seamless online process, eliminating the need for physical visits to government offices.
- Incorporates online applications, payments, and appointments for biometric verification.
- e-Mutation:
- Facilitates real-time changes in land records, allowing citizens to update records online.
- Integration with the e-Registration and e-Mutation database ensures accuracy and accessibility.
- e-Pay Sindh:
- Empowers citizens to make secure online payments for various government services using multiple digital channels.
- Streamlines tax payments, fees, and other dues, enhancing convenience for the public.
- Industrial Estate Management System (IEMS):
- A centralized platform designed for efficient management of industrial estates in Sindh, covering SITE Limited and Sindh Small Industrial Estates.
The Chief Minister expressed confidence that this groundbreaking initiative will be a game-changer, making government services more accessible, efficient, and transparent.
The e-Services Sindh App offers online access to a diverse range of services, including domicile certificates, mutation of record of rights, heirship certificate issuance, agriculture pass book, demarcation and survey of land, issuance of NOC for sale of land, issuance of NOCs for industrial plots, and online complaint submissions.
To ensure the expeditious delivery of services, the Board of Revenue has implemented a stringent seven-day turnaround time for all applications submitted through the e-Services Sindh App and web portal.
In a further commitment to citizen convenience, processed documents will be promptly delivered to citizens’ doorsteps within 24 hours by Pakistan Post.
The overarching goal of this digital transformation is to not only enhance government efficiency but also foster economic growth and development while ensuring citizen satisfaction in Sindh.
